Program options for police, firefighters, EMTs, corrections officers, and other responders

A 50% HUD discount, up to $100,000 from HomeFirst and up to $15,000 from SONYMA can apply to the same purchase for qualifying police, fire and EMT occupations, but each program has its own eligibility rules, and the order of applications decides what can actually be used.

In my 25+ years selling co-ops and condos across NYC, I have found that sequence matters: set it before a co-op board package or condo contract starts the clock.

The First Responder Program Stack

Start With HomeFirst

NYC HPD lists up to $100,000 for qualified first-time buyers purchasing a co-op, condo or 1-4 family home in the five boroughs. The loan is the lesser of 20% of the purchase price or $100,000, carries 0% interest and is forgiven if you stay in the home for the occupancy period.

HomeFirst Baseline Facts

  • • Maximum assistance: up to $100,000 toward down payment or closing costs
  • • An HPD-approved homebuyer education course is required
  • • A cash contribution of at least 3% of the purchase price is required
  • • Income limit: up to 120% AMI, including $142,560 for a one-person household and $162,840 for a two-person household
  • • Owner occupancy period: 10 years for loans up to $40,000 and 15 years for larger loans
  • • Eligible property types: co-ops, condos and 1-4 family homes in the five boroughs

Add SONYMA DPAL If the Loan Fits

The DPAL add-on must be paired with a SONYMA mortgage through a participating lender, and not every SONYMA lender offers it. Interest is 0%, there is no monthly payment, and the loan is forgiven after 10 years.

SONYMA DPAL Facts

  • • Maximum loan: 3% of the purchase price, up to $15,000 (or $3,000, whichever is highest)
  • • 0% interest, no monthly payment, forgiven after 10 years
  • • First-time mortgages with a DPAL carry a rate 0.40% higher than the same mortgage without one
  • • Minimum cash contribution: 1% of the value, or 3% for co-ops

Good Neighbor Next Door and Private Benefits

HUD's Good Neighbor Next Door program takes 50% off the list price of HUD-owned homes listed under the program. The discount is secured by a second mortgage with no interest and no payments, forgiven after 36 months of occupancy as the primary residence. Eligible homes are open to applications for seven days, a lottery picks among multiple applicants, and the list changes weekly. HUD's Good Neighbor Next Door page has the current list.

Private programs such as Homes for Heroes also market benefits to first responders. Ask each provider which roles qualify and whether the benefit stacks with HomeFirst and SONYMA.

How to Begin This Week

  1. 1.Call an HPD-approved counseling agency and ask when the next HomeFirst class starts.
  2. 2.Speak with a SONYMA participating lender before you tour so the price range is real.
  3. 3.Confirm the profession benefit directly with the program provider, and ask whether it pairs with HomeFirst and SONYMA.
  4. 4.Have Milton review the property type before you offer, because co-op board rules, condo project rules and lender overlays can change the usable assistance.
